0:01 thank you very much and thank you for 0:03 being here in the Oval Office great 0:06 places of the world as we make a 0:09 historic announcement about the Golden 0:11 Dome Missile Defense Shield that’s 0:12 something we want and Ronald Reagan 0:15 wanted it many years ago but they didn’t 0:17 have the technology but it’s something 0:20 we’re going to have we’re going to have 0:20 it at the highest level i want to thank 0:23 Secretary Hegsath who’s been fantastic 0:26 and secretary Rubio and Space Force Vice 0:30 Chief of Space Operations General Mike 0:34 Gutline i also want to recognize 0:36 Senators Dan Sullivan Kevin Kramer and 0:39 Jim Banks fantastic senators great 0:41 talents great political talents and 0:43 people that love our country uh in the 0:46 campaign I promised the American people 0:48 that I would build a cuttingedge missile 0:50 defense shield to protect our homeland 0:52 from the threat of foreign missile 0:55 attack and that’s what we’re doing today 0:58 i’m pleased to announce that we have 0:59 officially selected an architecture for 1:02 the state-of-the-art system that will 1:04 deploy next generation technologies 1:06 across the land sea and space including 1:09 space-based sensors and interceptors 1:12 and uh Canada has called us and they 1:15 want to be a part of it so we’ll be 1:17 talking to them they want to have uh 1:19 protection also so as usual we help 1:22 Canada do the best we can this design 1:25 for the Golden Dome will in integrate 1:27 with our existing defense capabilities 1:30 and should be fully operational before 1:31 the end of my term so we’ll have it done 1:34 in about three years once fully 1:37 constructed the Golden Dome will be 1:39 capable of intercepting missiles even if 1:42 they are launched from other sides of 1:44 the world and even if they are launched 1:46 from space and we will have the best 1:50 system ever built as you know we helped 1:52 Israel with theirs and it was very 1:55 successful and now we have technology 1:57 that’s even far advanced from that but 2:01 including hypersonic missiles ballistic 2:03 missiles and advanced cruise missiles 2:05 all of them will be knocked out of the 2:08 air we will truly be completing the job 2:11 that President Reagan started 40 years 2:13 ago forever ending the missile threat to 2:15 the American homeland and the uh success 2:19 rate is very close to 100% which is 2:21 incredible when you think of it you’re 2:22 shooting bullets out of the air i’m also 2:25 pleased to report that the one big 2:28 beautiful bill will include $25 billion 2:30 for the Golden Dome to help construction 2:33 get underway that’s the initial sort of 2:35 a down deposit and we have 2:39 uh probably you’re talking about general 2:42 we’re talking about 2:44 $175 billion total cost of this when 2:47 it’s completed this afternoon I’m also 2:50 announcing that I will appoint very 2:52 importantly General Gutline to lead the 2:55 ambitious new effort as the direct 2:57 reporting program manager for the Golden 3:00 Dome very talented man and I’m very 3:02 honored to have been the one that helped 3:05 or really created Space Force space 3:07 Force has turned out to be a tremendous 3:09 success we were third in space and now 3:11 we’re number one in space by a lot it’s 3:13 not even close and Mike is a four-star 3:17 space force general the recipient of the 3:21 defense distinguished service medal one 3:24 of the most respected people in the 3:26 world having to do with defense you know 3:27 we have offense and we have defense i’ll 3:29 bet he’s good at offense too and he is 3:32 an unmatched background in missile 3:34 warning technology and defense 3:36 procurement general Goodline also knows 3:38 that we need to move fast no one is more 3:41 qualified for his job and everybody this 3:43 was a universal uh acceptance of General 3:47 Goodline everybody that knows him and 3:50 knows everybody else they said there’s 3:51 only one man for the job so I have a 3:53 feeling we have the right guy but now 3:56 I’d like to invite Secretary Hexath and 3:59 the general to please say a few words 4:01 and describe the system a little bit and 4:03 we appreciate you being here and the 4:05 press has really been very fair over the 4:08 last period of a couple of months i 4:09 don’t know what happened to you so much 4:12 more exciting the other way but you’ve 4:14 been very very fair we have very high 4:16 poll numbers the highest we’ve ever had 4:19 and I think we’re doing a great job we 4:21 had a tremendous trip to the Middle East 4:22 as you know was a really amazing trip 4:25 and now I came home and this is the one 4:28 I was really looking forward to this day 4:31 because this is very important for the 4:33 success and even survival of our country 4:36 it’s a evil world out there so this is 4:39 something that goes a long way toward 4:40 the survival of this great country and 4:44 as I said we’ll be 4:46 discussing Canada they want to hook in 4:48 and they want to see if they can be a 4:50 part of it that sort of makes sense i 4:53 guess that’s what I was talking about 4:54 from day one you know it just 4:56 automatically makes sense and it won’t 4:58 be very difficult to do but they’ll pay 5:00 their fair share thank you very much 5:02 everybody and Pete go ahead well Mr 5:05 president add this to the long and 5:07 growing list of promises made and 5:09 promises kept uh ultimately this right 5:12 here the Golden Dome for America is game 5:14 changer it’s a generational investment 5:17 in the security of America and Americans 5:20 mr president you said we’re to secure 5:22 our southern border and get 100% 5:24 operational control after the previous 5:25 administration allowed an invasion of 5:28 people into our country uh President 5:31 Reagan 40 years ago cast the vision for 5:33 it the technology wasn’t there now it is 5:36 and you’re following through to say we 5:37 will protect the homeland from cruise 5:39 missiles ballistic missiles hypersonic 5:42 missiles uh drones whether they’re 5:44 conventional or nuclear uh and I it’s 5:47 not lost on me sir also that you had the 5:50 vision to start the space force and here 5:52 we are in the when others said we didn’t 5:54 need it here we are in the Oval Office 5:56 with one of the leaders of the Space 5:58 Force in General Gootline leading the 6:00 charge on putting in place a 6:03 gamechanging Golden Dome for America so 6:05 sir it’s an honor to be a part of this 6:07 bold initiative we’re going to get to 6:08 work on it we have been since you signed 6:11 that executive order on January 27th 6:13 we’ve been fast forward on this we’re 6:15 here on this day and this is just one 6:16 stop in delivering this defense of the 6:19 homeland which is which is something 6:20 you’ve charged us with doing uh and 6:22 we’ll keep going until it is complete 6:23 sir thank you pete’s doing a great job 6:26 by the way thank you very much general 6:28 please mr president today is a great day 6:30 for the nation as we double down on 6:31 protection of the homeland as you’re 6:33 aware our adversaries have become very 6:35 capable and very intent on holding the 6:37 homeland at risk while we have been 6:39 focused on peing the peace overseas our 6:42 adversaries have been quickly 6:44 modernizing their nuclear forces 6:46 building out ballistic missiles capable 6:47 of hosting multiple warheads building 6:50 out hypersonic missiles capable of 6:52 attacking the United States within an 6:53 hour and traveling at 6,000 mph building 6:56 cruise missiles that can navigate around 6:57 our radar and our defenses and building 7:00 submarines that can sneak up on our 7:01 shores and worse yet building space 7:03 weapons it is time that we change that 7:06 equation and start doubling down on the 7:07 protection of the homeland golden Dome 7:09 is a bold and aggressive approach to 7:12 hurry up and protect the homeland from 7:14 our adversaries we owe it to our 7:16 children and our children’s children to 7:18 protect them and afford them a quality 7:19 of life that we have all grown up 7:21 enjoying golden Dome will afford that uh 7:24 I greatly appreciate your trust in me 7:26 and your nomination in me and your trust 7:28 in the team to deliver this it is a 7:30 great day for America and also very 7:32 importantly it’s we’re the only ones 7:34 that have this we call it super 7:36 technology nobody else has it and nobody 7:39 else has nearly really near what we have 7:42 so this is a very exciting project this 7:44 is something that will I mean the 7:47 general said close to 100% protection so 7:49 that’s something we need i think it’s a 7:51 very and everything’s going to be made 7:53 in the USA by the way very importantly 7:55 so it’s something that uh I’ve been 7:57 looking forward to for a long time and I 7:59 just noticed you too Jim you’re standing 8:01 there and behind you is a very important 8:02 document Declaration of 8:04 Independence and that was in the vault 8:06 for many decades under right under this 8:10 area they have vaults with pictures on 8:13 top of Abraham Lincoln you see that was 8:15 the original Abraham Lincoln the 8:17 original Washington and does everybody 8:20 know who the middle was general Grant 8:23 and so it’s very exciting you look over 8:24 here and above Ronald Reagan you have 8:27 Thomas Jefferson that’s Monroe from the 8:30 Monroe document document and uh you know 8:35 who that is right andrew Jackson so we 8:38 have a lot of very exciting pictures and 8:40 on the other side likewise just some 8:43 great great presidents and great people 8:45 in the uh these many of these because 8:48 people were asking about them many of 8:49 them almost all of them were in the 8:51 vaults or nearby but generally in the 8:54 vaults downstairs where we have some 8:56 great so it’s uh it’s very exciting and 8:59 the place has become a little different 9:01 than you first saw Jim right yes much 9:02 better a little bit different slightly 9:04 better but to think we had him and 9:06 somewhere in the vaults for over a 9:08 hundred years so it’s pretty uh pretty 9:10 cool so uh everybody knows Jim Banks 9:14 he’s a great congressman and now he’s a 9:16 great senator from Indiana and he might 9:19 want to say a few words well your legacy 9:21 with Space Force Mr president is already 9:24 big but but the Golden Dome is going to 9:26 be bigger legacy for our country and 9:28 Indiana is going to help you make it the 9:30 the space satellites that are made at 9:32 Fort Wayne Indiana by L3 Harris all the 9:35 work done at Crane Navy Base in southern 9:37 Indiana is going to be a big part of it 9:38 and Hooers are very proud of that we’re 9:40 proud of you thank you very much it’ll 9:42 be a big factor thank you and good luck 9:44 and congratulations you won that race by 9:46 a lot that wasn’t that wasn’t even a 9:49 contest right well thank you thanks to 9:51 you and all your support thank you very 9:52 much thanks 9:55 please go ahead i missed that this is 9:57 Senator Kramer and he’s uh he’s one of 10:00 our best can’t get any better go ahead 10:02 well you’re very nice Mr president and 10:04 thanks for this and um I remember the 10:07 day in your first term when you called 10:09 and I was a brand new baby freshman 10:11 senator on the Armed Services Committee 10:13 and said you said uh I want to have a 10:15 space force would you lead the effort on 10:18 the Senate Armed Services Committee and 10:20 I felt so proud thinking that you chose 10:22 me only to find out later no one else 10:24 would do it but but nonetheless it 10:26 worked out really really really well 10:27 because because North North Dakota has 10:30 some great space assets and um that that 10:32 contributed to that and to Golden Dome 10:34 no surprise that you would be the one 10:36 the president that would come along and 10:37 put the homeland first and and this is 10:40 just one more example of that so thanks 10:42 for for this and for for allowing me to 10:44 stop and by the way let me just add my 10:46 strong endorsement of General Good 10:48 Light’s role in leading this i don’t 10:50 know anybody better for sure better 10:52 equipped to do it than he is everybody 10:53 said that for sure dan Sullivan Alaska 10:57 senator thank you Mr president and thank 10:59 you for your continued leadership on 11:02 missile defense we were talking earlier 11:03 how in 2019 at the Pentagon you laid out 11:07 a speech about the missile defense 11:09 review right that had all these 11:11 principles on missile defense you 11:13 articulated then during your first term 11:16 and um now the Golden Dome is all of 11:20 that so you’re continuing to lead we 11:22 really appreciate it uh you know the the 11:24 Congress is stepping up as you mentioned 11:26 right now in the budget reconciliation 11:28 bill $25 billion for the Golden Dome and 11:32 what Senator Kramer and Senator Banks 11:34 and I and many others we’re working on 11:36 our and I’ve briefed you on this before 11:37 sir on our Golden Dome Act which we 11:40 think will have in terms of legislation 11:42 that can help cement what you’re doing 11:46 right here getting the Congress behind 11:48 it not just with the funding but with 11:50 authorizations so we’re working closely 11:52 with Secretary Hegsth General Gutline 11:55 the whole team so we’re very honored to 11:56 be here sir you know Alaska is the 11:59 cornerstone of missile defense right now 12:00 in terms of groundbased missile 12:02 interceptors in terms of radar systems 12:04 and track incoming missiles so my state 12:07 is honored to continue to play a 12:09 critical role in all of this and build 12:11 on it and we’re really excited to be 12:13 Thank you thank you very much Dan great 12:15 any questions mr president you had 12:17 mentioned at the beginning of your 12:18 remarks that this was a campaign promise 12:20 of yours have military commanders asked 12:23 for this system specifically because 12:25 NORAD had said previously that the 12:26 current system was adequate so what does 12:29 this get the United States somebody 12:32 said there really is no current system 12:34 we have certain areas of missiles and 12:37 certain missile defense but there’s no 12:39 system uh we just have some very capable 12:42 weapons that uh hopefully we never have 12:45 to use but we have some very capable 12:47 weapons now this is a different there’s 12:49 never been anything like this this is 12:50 something that’s going to be uh very 12:53 protective i think you can rest assured 12:55 there’ll be nothing like this nobody 12:56 else is capable of building it either 12:59 military commanders asked you for it did 13:01 they ask you to do this uh well let me 13:04 differently i suggested it and they all 13:06 said we love the idea sir it’s the way 13:08 it’s got to be right but they want it 13:11 and they wanted it badly once it was 13:12 suggested i don’t know if they ever 13:14 thought they would be lucky enough to 13:16 have it but uh we were able to get it 13:18 done and we have all the funding so 13:22 pretty much tucked away i think most 13:23 people feel it’s very important to have 13:25 Yeah please thank you Mr president when 13:26 you first announced this idea critics 13:28 said it would be prohibitively expensive 13:31 potentially ineffective and could 13:33 trigger an arms race in space what do 13:35 you say to those critics about that well 13:37 they’re wrong has about as close to 13:40 perfect as you can have in terms of uh 13:42 real production i told you Canada wants 13:44 to be a part of it which be you know 13:46 fairly small expansion uh but uh we’ll 13:50 work with them on pricing we’ll be 13:52 dealing with them on pricing they know 13:53 about it very much they’ve asked to be a 13:55 part of it actually they’ve asked us to 13:57 be a part of it um I think it’s 14:00 something that is great if you can 14:02 afford to do it we can afford to do it 14:04 you know we took in 5.1 trillion dollars 14:06 in the last four days in the Middle East 14:10 and when you think about it that’s this 14:12 is a tiny fraction of that but we make 14:15 it all here we’re going to make it all 14:16 here we have uh when I I will tell you 14:20 an adversary told me a very big 14:22 adversary told me the most brilliant 14:24 people in the world are Silicon Valley 14:26 he said “We cannot duplicate him.” We 14:28 can’t this was somebody that I won’t 14:29 tell you who it is but you’d be amazed 14:31 we have the most brilliant minds in the 14:33 world doing this kind of thing the 14:35 equipment the space the computers 14:37 everything but uh I said that we just 14:40 can’t duplicate what you have there in 14:42 Silicon Valley we never have been able 14:44 to and there’s a very strong uh group of 14:47 people and very strong minds but they 14:49 can’t so we have things that nobody else 14:51 can have you see what we’ve done helping 14:54 Israel that you probably wouldn’t have 14:56 in Israel they launched probably 500 14:59 missiles all together and I think one 15:01 half of a missile got through and that 15:03 was only falling to the ground of scrap 15:06 metal it’s pretty amazing and this is a 15:09 this is in terms of technology far 15:12 advanced from that system and just one 15:14 follow up on the adversaries have you 15:16 addressed Russia’s ventures in space 15:19 with a space-based nuclear weapon and 15:21 told Putin to stop in your conversations 15:23 with him uh we haven’t discussed it but 15:25 at the right time we will mr 15:29 keeping Americans with the goal of 15:30 keeping Americans safe with this can you 15:33 talk about the timeline how long will 15:35 this take to complete we think it’s 15:37 going to be about a little bit less than 15:39 three years and we’ll have a big phase 15:41 in very early you know we’re starting 15:43 immediately with $25 billion it’ll cost 15:46 about $175 billion completed but we 15:50 think in two and a half to three years 15:52 you’re not confident that you can get 15:53 the funding needed from Congress 15:56 it’s amazing how easy this one is to 15:58 fund you know some funding is tough and 16:00 some is easy when we say we’re going to 16:02 save everyone’s lives in a crazy world 16:04 it seems to be very easy to get yeah 16:07 we’ve already spoken to everybody who we 16:08 have to speak to everybody’s in I would 16:10 say Dan everybody’s in line here right 16:12 yes sir 25 billion is a down payment in 16:14 the budget reconciliation bill right now 16:16 yeah so I think Mr president on Russ 16:19 people actually love it mr president on 16:21 Russia are you worried about the reports 16:23 on a military buildup along the borders 16:26 towards Finland and Norway no I don’t I 16:29 don’t worry about that at all they’re 16:30 going to be uh very safe those are two 16:33 countries are going to be very safe and 16:35 the second sorry if I may Zans Volmer 16:37 Zilinski is saying today that he’s 16:39 hoping for you to impose new sanctions 16:41 on Russia are you considering that well 16:44 that’s going to be my determination 16:45 that’s going to be nobody else’s 16:47 determination we’ll see how Russia 16:49 behaves we see what’s going to happen 16:51 you know we have a pretty we have a 16:53 pretty uh critical time right now i had 16:55 a talk yesterday for two and a half 16:57 hours with President Putin as you know i 16:59 also spoke to all of the European or to 17:02 many of them leaders but they were 17:04 representing the whole and uh I think we 17:07 had very good conversations yesterday 17:09 please thanks Mr president um what 17:12 companies have asked to be involved in 17:13 building this system and have you 17:14 decided on who will be building it yeah 17:16 I think what I’ll let you answer that 17:18 you can mention some of your yours from 17:21 Alaska is involved and Alaska is a big 17:23 part of it because locationally they’re 17:24 sort of perfect i think it’s your first 17:26 line of defense in certain instances and 17:30 uh Kevin will tell you that uh his 17:32 states involved but honestly all Georgia 17:34 is going to be very big uh Florida is 17:37 going to be very big they’re all going 17:38 to be very big uh Jim do you want to 17:40 talk about Indiana yeah in Fort Wayne 17:42 Indiana where I live we make all the 17:43 space satellites at L3 Harris um across 17:47 the board we we’re the top manufacturing 17:49 state in the country by the way the 17:50 tariffs have been very good for auto 17:52 manufacturing they’ve been so good but 17:54 this is going to be really good for 17:56 defense industry in my state there there 17:58 there’s there’s so much money involved 18:00 here there there going to be a lot of 18:02 American companies involved in making 18:04 you might also say you’re talking about 18:06 the tariffs here’s some of the biggest 18:08 auto plants in the world moving into 18:10 Indiana only for one reason maybe two 18:12 reasons november 5th and the tariffs 18:15 okay sir but the tariffs have driven uh 18:18 tremendous business into this country 18:20 but you have one of the biggest in the 18:22 world being Honda Civics the new Honda 18:24 Civic made in Indiana gm has added jobs 18:27 eli Liy moving pharmaceutical 18:30 manufacturing from China to the United 18:32 States 27 billion dollars you go on and 18:35 on with good news in Indiana and across 18:36 the country because the terrorists our 18:38 country was cold as ice a year ago and 18:43 now we have the hottest country in the 18:45 world this is the hottest country in the 18:46 world nobody even close if you look at 18:48 even this last trip that I made the 18:51 respect that is paid to our country 18:53 we’ve went from being uh laughed at all 18:56 over the world and now we’re the hottest 18:58 country in the world by far uh Dan go 19:01 ahead please yes sir mr president I I 19:03 think when you look at the system that 19:04 you’ve laid out it’s a idea in your 19:07 executive order of a layered defense so 19:10 you have initial groundbased missile 19:12 interceptors which are made by some of 19:14 the big defense companies uh Lheed 19:17 Martin Rathon but the beauty of your 19:20 vision Mr president is that it’s layered 19:23 it’s open architecture and it goes up 19:25 into space so this is going to be some 19:27 of the new defense tech companies that 19:30 are very interested in it and can bring 19:32 missile defense at a cost that I don’t 19:35 think you said it Mr president is 19:37 unimaginable in terms of how much lower 19:39 the cost is so it’s all across the board 19:42 in terms of companies senator Kramer and 19:44 I just met with a bunch of them last 19:46 week that are interested in this and you 19:49 said it earlier Mr president our 19:52 technology sector is head and shoulders 19:55 above any other place in the world and 19:57 they’re going to be a key part of this 19:59 and I think that’s why it makes it so 20:00 exciting mr president I think one of the 20:03 things that’s and you alluded to this 20:05 the new autonomous space age defense 20:09 ecosystem is more about Silicon Valley 20:11 than it is about big ste big metal right 20:14 and so what’s exciting about this is it 20:17 makes it available to everybody to to 20:19 participate to uh compete big companies 20:22 mid-size companies small companies but 20:24 General Goodline is the perfect person 20:25 again to sort all that out because he 20:27 understands how it has to work together 20:30 ultimately and Pete maybe we’ll close 20:32 with you um we have been discussing this 20:35 for a long time peter and I used to 20:36 discuss it when I was going to go on a 20:38 show that he did very well and had 20:41 tremendous ratings but all he wanted to 20:43 talk about was the military he didn’t 20:44 want to talk about anything else we used 20:46 to talk about this uh how about you 20:49 closing it out yes sir i mean like I 20:51 said without your vision willing to say 20:54 and do things when other people wanted 20:56 to look away and pretend like the threat 20:57 didn’t exist or be focused on foreign 21:00 adventurism some other threat that we’ve 21:02 been told is affecting us when you 21:04 looked at the data sir from the Russia 21:06 to the communist Chinese and other their 21:07 capabilities what they’re trying to do 21:09 to supersede us and threaten us how do 21:12 we find the best innovators the best 21:14 military leaders the best companies tech 21:16 companies you mentioned open 21:18 architecture that’s exactly right so 21:20 multiple companies could pour into this 21:21 sir it’s a layered defense so if you 21:23 miss at one you catch at the next and it 21:26 integrates existing technologies that 21:28 can speak to each other so it moves 21:30 quickly while also investing in further 21:32 ranging space-based interceptors so our 21:35 our enemies our
